In 1967, Mr. Américo Ribeiro dos Santos founded CNAGA in the city of São Sebastião, located in the São Paulo coastal area, with the aim of expanding business in local Port that at the time lacked warehouses, hence excluded from foreign trade operations.

As an ideal option for the overloaded Port of Santos, CNAGA in São Sebastião was the first Customs Warehouse in Brazil to receive, in 1972, approval from the Ministry of Finance to operate under the Bonded Warehouse Special Regime for import.  Such approval was later extended to export and, in 1981, CNAGA's facilities in São Sebastião and São Paulo were certified by the Federal Revenue to also operate as DAPs - Public Customs Warehouses - for import and export, which are currently called "Dry Port".

CNAGA has currently been the core of a fully-computerized Storage Terminal Complex that operates under Custom Special Regimes and is specialized in storing General Load, Containers and Grains. The company is provided with operating facilities in São Sebastião, in major São Paulo city, in Sumaré and Conchas.
